How to Get WhatsApp Business API in Pakistan: Step-by-Step Setup & Meta Verification Guide
It’s 11 pm on the first day of a lawn sale. A clothing brand in Lahore has three phones on the counter, 400 unread chats, and two staff members copy-pasting the same price list into every one of them.
Some customers wait an hour. Most don’t.
That’s the point where the free WhatsApp Business app runs out of road. This guide shows you exactly how to get WhatsApp Business API in Pakistan: the documents Meta accepts, how business verification works, how to keep your existing number, and what every message costs after Meta’s October 2026 price change. No fluff, just the steps we follow when we onboard Pakistani businesses ourselves.
What Is WhatsApp Business API (and When the Free App Stops Being Enough)?
WhatsApp Business API (Meta now calls it the WhatsApp Business Platform) is Meta’s official way for businesses to send and receive WhatsApp messages through software instead of a phone. It lets several agents share one number, connects WhatsApp to your CRM or store, and sends automated alerts at scale.
The free app is fine for a home baker with 20 chats a day. You’ve outgrown it when:
- More than two people need to answer from the same number
- You’re sending order confirmations, COD checks or delivery updates by hand
- Customers message after hours and nobody replies until morning
- You want WhatsApp tied to Shopify, WooCommerce, a CRM or a call center
- A broadcast list of 256 contacts feels like a joke
One more thing. The API doesn’t come with an inbox. You either build your own interface on Meta’s Cloud API or use a platform that gives you a shared inbox, chatbot and dashboard on top of it, which is what most businesses do. See how our WhatsApp API integration plugs into the tools you already run.
What You Need Before You Apply: Pakistan Checklist
Get these ready first. Most of the delays we see come from one missing or mismatched item, not from Meta being slow.
| What | Why Meta needs it | Pakistan example |
| Legal business document | Proves your legal name exists | SECP Certificate of Incorporation (Pvt Ltd) or FBR NTN certificate (sole proprietor / AOP) |
| Address or phone proof in the business name | Proves where the business is | Business bank statement, PTCL or electricity bill in the business name |
| Live website | Ties your name to a domain | Site showing the same legal name, address, contact details and a privacy policy |
| Business email on that domain | Faster verification by email code | info@yourbrand.pk rather than a Gmail address |
| A phone number | Becomes your WhatsApp sender | New SIM, UAN/landline, or your existing WhatsApp Business app number |
| Facebook account with admin rights | Owns the business portfolio | The owner’s or a senior manager’s real profile |
The matching rule matters more than the documents themselves. Meta checks that your legal name, address and phone number match your official documents exactly, character for character (Meta’s business verification guide). “Ali Traders” on the NTN and “Ali Traders Pvt. Ltd.” in Business Manager is a mismatch.
Sole proprietors, a quick tip: your NTN is often registered in your personal name. If so, use a bank statement or utility bill that shows both your name and the trade name, and make sure the website footer carries the same trade name. Meta keeps a country-by-country list of accepted documents on its business verification help page; check it before you upload.
Cloud API Direct vs. a Business Solution Provider: Which Route Fits You?
There are two doors into the same API. Both run on Meta’s Cloud API and both bill Meta’s per-message rates; the difference is who does the building.
| Cloud API direct (via Meta for Developers) | Business Solution Provider (BSP) | |
| Who it suits | Companies with a developer on staff | Most SMEs, call centers, ecommerce stores, clinics |
| Setup | Create a Meta app, configure webhooks, host your own logic | Guided signup, often done the same day |
| Inbox and chatbot | You build them | Included |
| Verification help | You’re on your own | Provider can run partner-led verification |
| Monthly cost | Meta message fees only, plus dev time | Meta message fees plus a platform fee |
| Local support | Meta’s ticket queue | Urdu/English support in your time zone |
Here’s my honest take: if you don’t already have someone who knows what a webhook is, go with a provider. You’ll save weeks. If you’re comparing options, book a free demo and we’ll show you platform plans in plain numbers.
One warning. Avoid “WhatsApp API” tools that skip verification and run on your phone through WhatsApp Web. They aren’t the official API, and Meta bans numbers that use them.
How to Get WhatsApp Business API in Pakistan: 8 Steps
This is the order that avoids rework. Skip ahead and you’ll usually end up redoing step 2.
Step 1: Create your Meta business portfolio
Go to business.facebook.com and create a business portfolio (Meta’s new name for Business Manager). Already run Facebook or Instagram ads? Use that portfolio instead of making a second one, so your history and verification stay in one place.
Step 2: Enter your business info exactly as it appears on your documents
Open Settings → Business info. Type your legal name, address and phone number exactly as they appear on your SECP certificate, NTN or bank statement. Add your website. This one screen decides whether verification passes later.
Step 3: Create your WhatsApp Business Account
With a provider, you’ll go through Meta’s Embedded Signup: log in with Facebook, pick your portfolio, and the provider’s app gets permission to send and receive messages for you. Going direct, you create an app in Meta for Developers and add the WhatsApp product.
Step 4: Add and verify your phone number (or keep your current one)
You’ve got three choices:
- A fresh SIM or UAN. Verify it by SMS or voice OTP. The number must not be active on any WhatsApp app.
- Your current WhatsApp Business app number, kept as is. Meta’s coexistence feature lets you keep using the app on your phone while the same number gets API access. Chats mirror between both, app messages stay free, and API messages are billed at Cloud API rates (Meta coexistence documentation). Older guides still say you must delete the app first. That’s no longer true.
- A personal WhatsApp number. Don’t. Back up and delete the account first, or pick another number.
Step 5: Get your display name approved
Your display name is what customers see. Meta reviews it, and it must clearly match your business: “Noor Fabrics Lahore” works if that’s your registered brand, “Best Lawn Deals” doesn’t. Keep it consistent with your website and documents.
Step 6: Add a payment method in Billing Hub
Most guides skip this, and since October 2026 it can quietly break your setup. Meta now charges for service messages beyond a monthly free allowance, and it stopped delivering them for accounts with no payment method on file (Meta pricing documentation). Add a card that allows international USD payments, or let your provider bill you locally.
Step 7: Create your message templates
Any message you start (an order confirmation, a reminder, a promotion) must use a pre-approved template. Write them clearly, use variables like {{1}} for names and order numbers, and submit Urdu and English versions as separate templates. Approval usually takes minutes to a day. Our WhatsApp chatbot setup helps you draft templates that pass review the first time.
Step 8: Test, then go live
Send every template to two or three team phones. Check that replies land in the right agent’s inbox, that the chatbot hands over to a human, and that links open properly. Then announce the number on your site, packaging and Instagram bio.
Meta Business Verification in Pakistan, Step by Step
Business verification is Meta confirming your company is real. You don’t need it to start sending, but without it you’re stuck at 250 business-initiated chats a day and can’t apply for the green tick.
- In Meta Business Suite, open Security Center and click Start verification. No button? Create your WhatsApp Business Account first; that usually makes the portfolio eligible.
- Pick your business from Meta’s list, or choose “None of these match” and type the details by hand.
- Confirm a contact method: a code by email (to an address on your website’s domain), SMS, phone call, or domain verification through a DNS record.
- Upload one document for your legal name (SECP certificate or NTN) and one for your address or phone (bank statement or utility bill).
- Wait. Reviews often take two to five working days; Meta emails portfolio admins with the result.
Using a provider? Ask about partner-led verification. The provider submits your documents through Meta’s partner channel, which is often quicker. It’s also the route for numbers onboarded with coexistence, since standard verification isn’t available for those accounts (Meta’s business verification guide).
Why Meta rejects Pakistani businesses, and how to fix each case
| Rejection reason | What usually caused it | Fix |
| Name mismatch | “Pvt. Ltd.” missing, or trade name vs. owner’s name on NTN | Edit Business info to match the document exactly, then resubmit |
| Address mismatch | Office moved; bill shows the old address | Upload a recent bank statement with the current address |
| Website mismatch | Site shows a different brand name, or no contact page | Add the legal name, address and phone to the footer and contact page |
| Document not accepted | Letterhead, visiting card, self-made invoice, expired document | Use an official, current, unedited government or bank document |
| Unreadable upload | Blurry WhatsApp photo of the certificate | Upload the original PDF or a flat, high-resolution scan |
| No reply to Meta’s follow-up | Request for more documents ignored | Check Business Support Home and respond within the deadline |
You get a limited number of attempts, so fix the cause before resubmitting rather than uploading the same file again.
WhatsApp Messaging Limits: From 250 to Unlimited
Messaging limits cap how many different customers you can message first (with a template) in any rolling 24 hours. Replies to customers who messaged you don’t count.
The limit sits on your whole business portfolio, not on each number. Add a second number and you share the same allowance (Meta messaging limits documentation).
| Limit (unique customers / 24 hrs) | How you get there |
| 250 | Default for every new portfolio |
| 2,000 | Complete business verification, or send 2,000 high-quality template messages to unique users within 30 days |
| 10,000 | Automatic, once you use at least half your limit over 7 days with good quality |
| 100,000 | Automatic, same rule |
| Unlimited | Automatic, same rule |
Verification is the fast lane. The volume route reaches the same 2,000 limit but takes far longer, which is why we push every client to verify in week one (Meta messaging limits documentation). Verification also lifts your template cap from 250 to 6,000 once a number has an approved display name.
WhatsApp Business API Pricing in Pakistan After October 1, 2026
Meta bills per delivered message, based on the message category and the customer’s country code. Messages customers send you are always free.
October 2026 changed the maths for Pakistan. Meta started charging again for service messages (free replies inside the 24-hour window) and for utility templates sent inside that window. Every business phone number now gets 1,000 free service messages a month, which don’t roll over (Meta pricing documentation).
| Category | What it’s for | Rate to +92 numbers (USD per message) |
| Marketing | Offers, sale alerts, abandoned carts | $0.0473 |
| Utility | Order confirmations, delivery updates, bills | $0.0150 |
| Authentication | OTP codes | $0.0150 |
| Service | Free-form replies within 24 hours | $0.0150 after the first 1,000 per number each month |
Rates as reported by ProPakistani from Meta’s October 2026 rate card. That’s roughly 11 times India’s $0.0014 for the same utility message, so Pakistani businesses feel this more than most. Utility and authentication rates also drop in volume tiers once your monthly count grows.
What this looks like for a real store
Take a Lahore clothing brand with one WhatsApp number shipping 3,000 COD orders a month:
| Messages per month | Count | Cost |
| Order confirmation + dispatch update (utility) | 6,000 | $90.00 |
| Two sale broadcasts (marketing) | 5,000 | $236.50 |
| Agent replies (service) | 2,500 (1,000 free) | $22.50 |
| Meta fees total | ~$349 |
That’s before any platform fee. Marketing is where the bill grows, so target broadcasts at buyers who actually opened your last one.
Four ways to cut the bill
- Run Click-to-WhatsApp ads. When a customer messages you from one, Meta opens a free window of up to 7 days where marketing, utility and service messages cost nothing.
- Merge messages. One template saying “confirmed, shipping tomorrow via TCS” beats two.
- Reply from the app where it makes sense. With coexistence, replies typed in the WhatsApp Business app stay free.
- Use a provider that shows per-category spend. You can’t trim what you can’t see.
Business Verification vs. the Green Tick (Official Business Account)
These get mixed up constantly. Business verification proves your company is real to Meta; customers never see it. The green tick, called an Official Business Account (OBA), is the badge next to your name in chats.
You can only request the green tick after you’re verified, from WhatsApp Manager. Even then, it isn’t guaranteed. Meta looks for a brand people actually search for, with independent press coverage, not paid posts. A new Gulberg boutique won’t get one; a national retail chain probably will. Most businesses run perfectly well without it.
Mistakes That Get Pakistani Numbers Banned or Stuck
- Using unofficial “WhatsApp API” tools. Cheap bulk senders running through WhatsApp Web break Meta’s terms. Numbers get banned, sometimes within days.
- Messaging people who never opted in. Bought lists lead to blocks and reports, your quality rating drops, and growth stalls.
- Marketing dressed up as utility. Meta re-categorizes the template and charges the marketing rate anyway.
- Using the owner’s personal number. Lose the SIM and you lose the business account.
- Building the call center and WhatsApp separately. Customers who call and then message end up talking to two teams. A WhatsApp call center setup routes calls and chats through one queue.
